Business Analyst - LTSS Data Systems

Overview:

This is business analyst/ project manager hybrid role: the candidate will need to help solicit and document business requirements that a technical solution could provide, relating to Maine Long Term Services and Supports (LTSS) programs. This person will collaborate with Subject Matter Experts (SMEs) and others to review, validate and determine implementation priority levels for the various business requirements.

The position might need to support documentation of technical requirements as well. In addition, the candidate would need to provide general project management skills including, but not limited to, 1) developing a project plan with internal SMEs to build out the LTSS system data requirements and 2) developing an initial implementation plan of deliverables, estimated work effort/duration. It is more important that this role understand Maine’s LTSS system and landscape rather than having a background in information technology projects (although an ideal candidate would possess both).

Pay Rate: $60 / hour, 40 hours/week

13 paid holidays per year

Up to 10 days of accrued PTO, based on assignment duration

Please note that this pay range represents a good faith estimate of the compensation that will be offered for this position. The actual pay offered to a successful candidate will take into account a wide range of factors, including but not limited to location, qualifications, and additional preferred experience.

Knowledge, Skills and Certifications:

Minimum Requirements for position:

  • Long-Term care services delivery experience and data knowledge/usage for the State of Maine or another State.

  • Proven ability to solicit business requirements and work with SMEs to prioritize business requirements to develop an implementation plan using an information technology solution.

  • Ideal candidate would have LTSS experience in Maine, business analysis skills, and project management experience. Demonstrated ability to work with both business and technical resources is critical for this role.

Skills:

  • Strong organizational and interpersonal skills.

  • Proven ability to work independently and effectively under time pressure and/or deadlines.

  • Proficiency with the following office suite products: MS Word, MS Excel, MS PowerPoint, MS SharePoint and MS Teams.

  • Must be able to work with both the business on developing requirements and technical resources on the implementation, testing and go live decision process if time allows for a software releases.

    Duties and Deliverables:

  • Create and maintain business requirements documentation with details for each requirement including the source of the requirement, priority, complexity, etc. in a requirements matrix format that could be considered for a software release.

  • Create and maintain project plan / tasks to identify work effort, responsible parties, target start and end dates. Risk and issue management and reporting to review with manager on timely basis to course correct as needed.

  • Weekly or bi-weekly status reporting to manager as requested. Document meeting notes, action items and follow-up as needed.

  • Could be a few visits to State office for collaborative work sessions

    Schedule : Routine Business Hours M-F, 40 hours a week, telework position.
