Contract Specialist – Senior Level

Location: Baltimore, Maryland (US Coast Guard Yard)

Type: Hybrid Remote, Exempt,

Compensation: $96,000-$108,000/yr. (Competitive wages dependent on experience)

Work Schedule: Full-time, Day Shift

Skookum is seeking a proficiently effective and knowledgeable Contract Specialist – Senior Level with a professional attitude.

Typical duties include but are not limited to:

  • Cradle-to-grave contract procedures that include extensive development of complex acquisition plans, solicitations and pre- and post- negotiation objectives on contracts that exceed the Simplified Acquisition Threshold (SAT) of $250K.

  • Develop source selection plans for KO approval.

  • Formulate high level responses to include, but not limited to, best procurement approach, establishing competitive range and award determinations.

  • Draft solicitations, including Request for Quotations (RFQs), Request for Proposals (RFPs) for both commercial and non-commercial supplies and services over the SAT for competitive and non-competitive acquisitions.

  • Perform post-award acquisition duties, to include managing performance, paying invoices and closing out purchase and task orders.

  • Communicate with USCG Program Management personnel about the details of technical requirements acquisitions and provide advice, guidance and counsel on how to handle complex acquisition contracts, modifications and processes.

  • Provide excellent customer service and maintain a professional appearance.

Qualifications:

  • Minimum of eight (8) years of experience working with Federal, other Government (State or Local), or Commercial Acquisition required; Equivalent combination of experience and education allowed.

  • In-dept knowledge and experience with Federal Acquisition Regulation (FAR) parts 8, 12, 13, 15 and 16 required.

  • Experience working with Federal Government Acquisition systems as well as the Federal Procurement Data System – Next Generation (FPDS-NG) required.

  • Proficient in Microsoft Office Suite.

Requirements:

  • Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position .
