The Louisiana Special Schools are experiencing a critical shortage of certified teachers, school counselors, interpreters and educators of the Deaf or hard of hearing.

The Louisiana Special School District is seeking applicants for the position of

EXECUTIVE DIRECTOR OF BUSINESS SERVICES.

This is a full time 12 months and 8 hours per day position.

The Executive Director of Business Services is charged with ensuring the Louisiana Special School District remains financially sound and compliant with state/federal laws and district policies. This position oversees all aspects of the operation of the agency’s business office to include both the budget and accounting functions. They serve as a member of the Superintendent’s Executive Leadership Team and advise them on budgetary matters, compliance, and resource allocation. The Executive Director of Business Services leads the budget development and monitoring processes while collaborating with the Executive Leadership Team to identify areas to maximize the agency’s resources.

Minimum Qualifications

Qualifications

  • Bachelor’s degree with an emphasis in the financial sector (business, finance, accounting, etc.) with a preference for a Master’s degree (public administration, accounting, business, education, etc.).

  • Nine years of professional experience (state government preferred).

  • Previous state of Louisiana budget experience.

  • Previous state of Louisiana accounting experience.

  • Knowledge of state procurement rules and regulations.

  • Experience with ensuring compliance to state rules and regulations.

  • Excellent communication skills.

  • Previous school/district experience is a plus.

Job Concepts

Essential Duties/Managerial Responsibilities

  • Manages the day-to-day operations of the agency’s business office, directly supervising the budget and accounting managers.

  • Leads the annual budget development process and all phases of the fiscal year (beginning, adjustments, and close-out).

  • Serves as the primary liaison with other state agencies regarding all financial matters (e.g. Office of Planning and Budget, Division of Administration, etc.).

  • Ensures processes and procedures are in place within the business office designed to facilitate the efficient and effective operation of the agency.

  • Ensures that the agency is complying with all state policies, procedures and laws with relation to functions housed in the business office.

  • Ensures the agency is maximizing its resources and effectively utilizing and blending funding (state, federal, grants, etc.) to achieve the district’s goals.

  • Ensures that all staff members adhere to acceptable accounting procedures.

  • Monitors legislation specifically bills that impact funding and means of finance for the agency.

  • Works with the Executive Leadership Team to assist in developing program specific budgets and assists in addressing specific needs.

  • Assists business office staff with processing tasks as needed.

  • Ensures the business office staff is trained and competent within their specific scope of work/duties.

  • Provides training to other agency staff as needed in the areas of budget, purchasing, and compliance as needed.

  • Serves as the primary financial advisor to the Superintendent.
