The Business & Asset Analyst plays a pivotal role in the City’s Parks & Recreation Department, contributing to the development and enhancement of community assets, capital improvement projects, and the overall Parks & Recreation masterplan. This position involves analyzing data, assessing current and proposed projects, and providing strategic recommendations to senior management to ensure the efficient and sustainable growth of recreational facilities within the community.

The Business & Asset Analyst leads the management and coordination of financial processes related to capital improvement projects. This role includes the financial planning and management of the City's Capital Improvement Program (CIP) and coordination of all Parks & Recreation financial activities with the Finance Department. This person develops and implements all fiscal policies and procedures for capital improvements funds to ensure that CIP procurement and grant implementation are met in accordance with federal, state and local laws. Duties and responsibilities include, but are not limited to: monitoring of ongoing project and contract costs, reporting, audit and analysis, accounts payable/receivable and proper record management. He/she coordinates with the Finance Department on project accounts, and provides information and support to the Assistant Directors and project managers related to project costs, grant funding, and developer agreement costs.

This position develops, implements, and maintains the Parks & Recreation asset management program. He/she designs the program framework, including the goals, strategies and performance measures. This role recommends the most efficient use of Parks & Recreation assets by performing condition assessments, analyzing program data, identifying issues, trends and options, and developing recommendations. This role further performs analyses of all asset classes and recommends optimal maintenance, replacement schedule and project grouping. He/she communicates results of the analysis to senior management and elected officials, performs duties to administer asset management software, and ensures that data are valid.

The position requires a highly-motivated individual, with excellent problem-solving abilities, superior verbal and written communication skills, with experience in the field of municipal infrastructure. The ideal candidate will be patient, intuitive, detail-oriented and capable of working with minimal oversight.

Duties

  • Performs the project-based financial management of the annual CIP; maintains ongoing project-based accounting to track CIP project costs; ensures account codes, encumbrances, invoices, change orders, check requests, project revenues and expenditures are in order. Develops, monitors, and creates reports of CIP projects/accounts, budgets and other quantitative data to support CIP functions. Liaises with Finance to communicate and report on CIP project costs.

  • Conducts thorough assessments of existing parks, recreational facilities, and green spaces. Evaluates the condition, functionality, and utilization of assets to identify areas for improvement. Works along side all divisions within Parks & Recreation to ensure proper input and analysis is captured.

  • Leads the development and implementation of the Asset Management Program, including the goals, strategies and performance measures. Creates an annual program for infrastructure condition assessment activities, analyzes program data, identifies issues, trends and options. Produces 5-year CIP on an annual basis.

  • Ensures that the most up to date information on the City’s assets is gathered and maintained in the City’s asset management and GIS software. Provides oversight of the integrity of the data being reported to this role.

  • Assists in the formulation and refinement of the Parks & Recreation masterplan. Analyses data and findings from the master plan to support recommendations and long-term infrastructure needs.

  • Prepares comprehensive reports, presentations, and visualizations for senior management, illustrating key findings and proposed recommendations.

  • Manages special projects and perform all other related duties as assigned.

Minimum Qualifications

REQUIRED:

  • Bachelor’s Degree from an accredited college or institution in Parks, Urban Planning, Statistical Analysis, Finance, Accounting, or a related field.

  • Two years of professional level experience in a project management or data analysis role.

  • Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).

OR

  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

PREFERRED:

  • Understanding of the principles of Asset Management, Finance/Accounting and Contract Administration.

  • Analytical experience.

  • Computerized Asset Management System experience.

Knowledge, Skills and Abilities

The successful candidate should have a sound understanding of the principles of financial and asset management and strong analytical skills. He/she should have the ability to manage and analyze data in an effective and organized manner and identify options, develop conclusions and recommendations. He/she should also have the ability to communicate recommendations in a clear, concise and professional manner, the ability to make professional presentations to senior-level management and elected officials, the ability to interface with public, the ability to train and teach procedures to other employees, and the ability to work effectively as a member of a team. The abilities to work independently, under pressure, meet deadlines, multi-task, organize, prioritize and be flexible are critical.

Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work more than 40 hours a week. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
