Job Description Summary:

The Aviation Logistics Analyst (Long Range Surveillance aircraft) provides the full spectrum of logistics analyst support to the United States Coast Guard (USCG) Aviation Logistics Center (ALC) Technical Support Services (TSS) contract in Elizabeth City, NC. ALC provides logistics and depot maintenance support to all U.S. Coast Guard aviation assets including the HC-27J Spartan, HC-144 Ocean Sentry, HC-130 H/J Hercules, MH-60T Jayhawk, and MH-65D/E Dolphin.

Roles & Responsibilities:

  • Monitor changes to Original Equipment Manufacturer (OEM), USCG and other services technical directives relating to logistics support (e.g. maintenance, technical data, support and test equipment, facilities, supply support, packaging, handling, storage, transportation, training, training devices and computer resources, design interface, configuration management and deficiencies for applicability to USCG aircraft. Provide recommendations for action to the applicable engineering cell leader for Government action.

  • Conduct market research to collect and assemble information including, but not limited to, technical data packages, price, availability, quality initiatives, source approval and validation process, vendor capabilities, and vendor past performance.

  • Initiate, conduct and complete Spare Parts Breakout (SPBO) projects, including full and limited screen breakouts.

  • Coordinate assignments with Product Line Manager, Engineering Cell and Supply Cell. Provide information regarding potential cost avoidance of each SPBO project. Submit all documentation and recommendations to the Government for acceptance.

  • Draft Maintenance Procedure Cards (MPCs) enabling technicians to properly sustain aircraft. Write engineering specifications, including schematics and figures to document approved depot-level repairs and processes.

  • Generate Supply Inventory Change Records (SICRs) for applicable aircraft parts. Submit each SICR with backup documentation to the Government for acceptance.

  • Review drafts of technical publications and technical drawing, including wiring diagrams, for content and format. Submit change requests for changes to aeronautical publications when applicable.

  • Conduct reverse engineering efforts.

  • Write, review and update logistics policy, procedure, and process documents.

  • Generate Time Compliant Technical Orders (TCTOs) for applicable aircraft systems, sub-systems, assemblies, and/or parts. Assist in validation and verification of TCTOs. Track parts that are required and ordered by the Government for TCTO kits.

  • Generate and execute Engineering Service Requests.

  • Participate in meetings for technical, production or programmatic issues.

  • Provide troubleshooting assistance to air stations.

Qualifications/Requirements:

  • Five (5) years’ experience troubleshooting with HC-130J aircraft, airframe and power plant systems maintenance manuals. Within the five (5) years, demonstrated experience in the following areas:

  • Examples and instances of incorporation of information into HC-130J aircraft technical publications.

  • Providing aircraft technical specifications and support for aeronautical ground support equipment (AGSE).

  • Tracking parts ordered for TCTO and implementing into kits for delivery to field or depot facilities.

  • Working on complex engineering projects that require thorough research and coordination with engineering personnel.

  • Reading and interpreting manufacturer blueprints and technical drawings and understanding engineering specifications to resolve engineering technical questions.

  • Locating, monitoring and evaluating other services’ and OEM technical change directives within maintenance, engineering, and logistics disciplines for applicability to USCG aircraft or support systems.

  • Developing and writing MPCs including schematics and figures.

  • Submitting CG-22s to correct or update MPCs and other publications.

  • Writing engineering specifications including schematics and figures for the express purpose of documenting approved depot level repairs and processes.

  • Minimum three (3) years of experience on the AE2100D3 engines and possess demonstrated experience with all aspects of engine maintenance and overhaul.

  • Minimum five (5) years of documented and demonstrated experience developing HC-130J prototypes and implementing airframe and power plant modifications including hands-on implementation and technical data development (text, drawing schematic and diagrams).
