Commander, Navy Installations Work and Family Life Specialist in New Orleans, Louisiana

Summary The primary purpose of this position is to plan, implement, administer and counsel eligible personnel on various Work and Family Life (WFL) issues and provide information and referral services at NAS JRB New Orleans, LA. The WFL Specialist is responsible for providing and/or facilitating WFL program services which consist of relocation, deployment support, career development, transition assistance and financial planning. Responsibilities Incumbent serves as a consultant and instructor on a variety of WFL topics and issues (see programs break-out below). Provides informative and tangible advice, assistance, and instruction to address customer concerns, needs and requirements associated with Navy-life (deployment/separation; frequent relocation, transitioning from military to civilian life, etc.). Gathers data, compiles statistics, reports progress and makes recommendations to the supervisor on program planning, agency coordination and follow-up procedures for use at installation, regional and DoD levels. Evaluates, interprets and acts upon data received through customer interviews, general research provided by other agencies/academia, and community based resources. Implement, monitor, document and track service provisions to evaluate and ensure client satisfaction and effectiveness. Works independently and/or with other FFSC staff to provide guidance and training to deliver course curricula and prepare accompanying resource materials. Organizes and implements initiatives such as job fairs and executive career study groups that invite prospective employers to the installation. Specifically works with N9 functional areas by facilitating joint program events and presentations in N9 recreation, lodging, housing, barracks and other facilities. May serve on various committees and councils to optimize viewpoints related to military life. Develops, coordinates, conducts and evaluates workshops, seminars, general military training, etc., for customers within specific areas of responsibility ( i.e., Career and Transition Support, Deployment Support, Personal Financial Management, Relocation Assistance, Information and Referral, etc.). Identifies and develops local networks with military and community agencies to enhance program delivery to ensure local services are adjusted to accommodate identified trends/issues. Maintains relationships with on-and- off base agencies, private organizations, advisory councils, special interest groups and other resources that may be beneficial in supporting program initiatives. Conducts needs assessments to address programmatic changes, using interview data and changing demographics to identify and analyze local and national trends and issues. Develops operating policies and procedures, programs, classes /seminars, promotions, integrated program delivery with other installation /region /agency staff. Periodically reviews interventions with the first line supervisor, FFSC WFL Supervisor or FFSC Director to recommend resolutions for customer issues. Prepares and assists in informative/instructional presentations, correspondence and binding agreements such as memoranda of understanding to formalize agreements and roles. Designs and/or establishes effective ongoing public information, marketing, and public relations campaign that promote participation in programs. This position is non-clinical in nature with no client clinical care or case management duties. Performs other duties as assigned. Minimum two years specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Financial Counselors must possess a baccalaureate degree from an accredited college or a combination of education and experiences commensurate in serving as a PFM counselor. Also, must possess and maintain a nationally recognized financial counselor certification. Other positions, such as Work & Family Life Specialist/Consultants require a Bachelor's degree or higher in education, social/behavioral, business administration, finance, economics or related field. Experience providing adult education and/or work/family life consultation is preferred but not required. High level of skill in conducting interviews to establish the nature and extent of concerns and issues and provide assistance to develop goals and plans, in order to determine appropriate referral services and options. Skill in preparation of presentations and public speaking in personal - large and small group settings. Effective skill in forming and retaining working relationships with peers and leadership. Skill in using various computer software database, spreadsheet, word processing, and network programs (e.g., as Internet, Microsoft Office Suite, and FFSP databases). Knowledge of the formulation and execution of needs assessment tools. Ability to communicate effectively in writing. Skill in excerising judgment in interpreting and adapating them to specific counseling cases or problems involving work and family life issues. Additional Requirements: Financial Counselors must possess a baccalaureate degree from an accredited college or a combination of education and experiences commensurate in serving as a PFM counselor. Also, must possess and maintain a nationally recognized financial counselor certification.
