Description

The Norfolk Community Services Board (NCSB) was established in 1969 to provide essential treatment services to Norfolk residents with mental health, intellectual disability and substance use disorder needs within their community. Our mission is rooted in the belief that individuals thrive best when supported by their community, family and friends. Over the years, we've maintained a strong focus on community-based treatment, driven by the input of consumers, their loved ones, professionals, advocacy groups and government oversight.

Today, we serve over 9,000 Norfolk citizens annually, offering a range of treatment and rehabilitation services tailored to individual needs. Whether it's ongoing support, short-term intervention, or something in between, we prioritize client participation in decision-making and strive to deliver services in the least restrictive environment possible.

As the primary provider of public mental health, intellectual disabilities and substance use disorder services in Norfolk, NCSB delivers a continuum of care that includes outreach, prevention and intensive psychiatric care. Our dedicated team of service professionals brings expertise and clinical focus to these critical areas.

The City of Norfolk is now seeking an Executive Director for NCSB. The ideal candidate will demonstrate exceptional leadership skills and be directly accountable to the City Manager, with oversight from the NCSB Policy Advisory Board. Responsibilities include:

  • Providing leadership and overall management of NCSB operations

  • Managing program and service delivery

  • Strategic planning and implementation

  • Financial management

  • Human resource management

  • Physical plant operations

  • Information system operations

  • Ensuring compliance with state and federal regulations

  • Quality improvement and risk management

  • Supporting and assisting the Board

  • Engaging with state and local governments, as well as advocacy groups

The Executive Director will collaborate with the Board to establish standard operating procedures for service delivery and facility operations, ensuring NCSB continues to meet the evolving needs of the community and maintain high standards of care.

This position is unclassified and serves at the will of the City Manager. City of Norfolk residency is required within six (6) months of hire.

Essential Functions

  • Oversee the day-to-day operations of NCSB to ensure a smoothly functioning, efficient, and effective organization.

  • Provide strong leadership and professional guidance to NCSB executive staff and personnel, ensuring the effective delivery of mental health, intellectual and/or developmental disability and substance use disorder programs and services.

  • Develop and implement a robust continuous quality improvement and compliance program across NCSB programs and services, aiming to enhance service quality and manage risks effectively.

  • Evaluate the performance of NCSB programs, services, and administrative functions in terms of effectiveness, efficiency and consumer satisfaction. Implement outcome measurements based on best practices or evidence-based practices as appropriate.

  • Ensure NCSB's compliance with all applicable federal, state, and local laws, ordinances, regulatory requirements related to the State Performance Contract, licensure, and accreditation standards.

  • Act as a representative of NCSB's interests in interactions with Legislators, City Council, Advocacy Groups, Governmental Agencies at various levels, human services and behavioral health organizations in the public and private sectors, and other relevant stakeholders. Utilize city legislative resources and the state association as needed to advocate for NCSB's objectives and initiatives.

Education/Experience

  • A master’s degree in a behavioral health/related field or management field from an accredited college or university.

  • Proven track record and demonstrated commitment to accountability, integrity, innovation and respect.

  • Experience working in a leadership role with a Board of Directors or other governing body structure that has policy, operational, and fiduciary authority and responsibilities.

  • Experience in collaborating with a wide range of constituents, including persons served, family members and advocacy groups.

  • General knowledge of mental health, intellectual/developmental disabilities, substance use disorder, co-occurring disorders and conditions, treatment approaches, and research trends. This includes staying informed about current research trends in homelessness, such as studies on housing stability, interventions for mental health and substance use disorders, healthcare access, social determinants of health, data analytics for homeless populations and policy evaluations.

The preferred candidate will hold a terminal academic degree in a behavioral health or management field and possess a track record of successful behavioral health management experience in organizations with responsibilities similar to those of a community services board. This includes experience in human resources, fiscal management, public relations, grants management, communication and advocacy.

Seven (7) years of experience in a related field, preferably in an executive leadership capacity, including proven experience in leading a staff of more than 300 personnel.

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
