Summary

The incumbent is responsible for infrastructure management, supervision of activities related to the Technical Support Center (TSC) and the Network Operations Center (NOC) as well as the infrastructure continuity plan for the Government Telecommunications Network (GTN), including:

As a manager, the incumbent is responsible for the management of human resources at the TSC and NOC:

  • Ensure the coordination of internal teams under his/her responsibility and participate in the alignment between all stakeholders (TSC-NOC-Service Center (CdS)).

  • Work in close collaboration with the migration team.

  • Participate and maintain a climate of collaboration between the various major project operations managers.

  • Facilitate the relationship between members of the various teams, the client and suppliers.

  • Participate in change management related to the evolution of the Management Framework processes.

Key Responsibilities

As an infrastructure manager:

  • Ensure the support and evolution of central infrastructures and services to customer sites, including the management of upgrades in the pre-production environment.

  • Ensure continuity of services in all cases of telecommunications links or equipment failures.

  • Participate in the realization of activities necessary for the proper functioning, reliability, security and sustainability of technological infrastructures, including the network, servers, cloud systems, data and telecommunications equipment.

  • Manage and plan the management of technological obsolescence.

  • Act as a consultant to the project manager, in particular, in strategic orientations, planning and monitoring of work as well as in the development of initiatives.

  • Ensure operational compliance with the service levels under his/her responsibility.

  • Participate in the development of project planning.

  • Ensure the availability of resources for 24/7 guard as well as to be available to perform it.

As a continuity plan officer, keep the continuity plan for infrastructures up to date:

  • Coordinate the crisis unit and continuity activities.

  • Carry out and coordinate an annual full recovery exercise.

  • Write the annual activity report.

  • Ensure the follow-up of the execution of the continuity at the computer level and, when required, take the necessary measures and decisions to maintain the trajectory of the activities of the plan.

  • Validate the procedures and processes in place and update and correct the plan, as needed.

  • Train and sensitize the resources involved.

Critical Qualifications

  • Hold a university degree in information or equivalent (DEC with relevant experience in IT).

  • 10 years of experience in information technology.

  • Managed human resources in IT in an operational context.

  • Managed a data center.

  • Ability to communicate, to motivate and lead.

  • Knowledge of ITIL processes, ITSM solution.

  • Experience or skills in disaster recovery (recovery site, high availability), an asset.
