Purchasing Specialist

Position Overview and Responsibilities:

The working title for this position is Purchasing Specialist. Under general supervision, serves as a Purchasing Specialist in the State Purchasing Strategic Sourcing section. Provides in-depth research and analytical support for a variety of procurement activities. Develops and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost for contract renewals and enterprise, Alternate Contract Sources. Develops and maintains effective working relationships with internal and external stakeholders.

Essential functions, job responsibilities & performance standards for this position include , but are not limited to, the following:

  • Develops, communicates, and implements procurement strategy for assigned contract renewals and enterprise, Alternate Contract Sources.

  • Recommends sourcing strategy based on overall procurement objectives, customer needs, supply market dynamics, technological changes in the marketplace, and other relevant factors.

  • Sets strategic sourcing work plan.

  • Identifies target savings for assigned need through market analysis and works with Data Analyst to validate addressable spend from spend analysis report.

  • Process Agency Alternate Contract Source requests submitted by state agencies.

  • Process contract renewals for assigned State Term Contracts and enterprise, Alternate Contract Source (ACS).

  • Serves as central point of contact for customers and vendors of assigned solicitations.

  • Utilizes computer skills to create, manage, analyze, and document sizable datasets and /or research information.

  • Participates in the development and capture of best practices in the field of procurement.

  • Develops and maintains professional knowledge of the procurement field.

  • Assists with procurement application projects as needed.

    Knowledge, Skills, and Abilities:

  • Ability to influence senior purchasing and agency management.

  • Good presentation, teambuilding, and leadership skills.

  • Knowledge to strategically source using the 7-step procurement model.

  • Ability to analyze category of spend, market conditions and supplier base.

  • Moderately skilled at conducting financial/analytical analysis.

  • Knowledgeable about Florida Statutes, Florida Administrative Code and contract law.

  • Participates in moderately complex negotiations.

  • Ability to perform in moderately complex cross-functional business environment.

  • Knowledgeable program/project management ability.

  • Ability to interface with senior government management, customer/supplier executive management; public agency executives.

    Minimum Qualifications:

  • 2 years professional experience in procurement, research, contracts, project management, or related business field.
